This perspective assumes, while the organizational model was hierarchical under Mr. Fields there were some in the organization that had already started a quiet movement to a new - more integrated organizational model. While those groups have siloed themselves, the bottom line is that those groups are highly efficient and won't disrupt the entire organization. Making a change to officially accommodate them, or even bring their model into the remainder of the organization would too disruptive and should be avoided.
