Can we train people to become leaders?

Seidle, Fernandez and Perry (2016) studied the effect of leadership training and development on organizational performance. They concluded that the money spent yearly by federal agencies on leadership training and development actually yields return because there is an improvement of individual leader performance and organizational effectiveness.

While individual leader performance can be hard to measure, would you agree with the authors' conclusion based on your professional experience and your understanding of leadership? When you consider your previous or current managers who are clearly not leaders, could it be because they lack proper training?
