You are the Managing Partner of an international law firm that recently took over (acquired) a local law firm (including the lawyers and other assets) to enter the Turkish market. You would like to automate the process of assigning lawyers to new cases / clients. Currently, the most experienced partner, who happened to be the owner of the acquired firm, performs assignment manually and notifies you via email. As the Managing Partner, you can overwrite this decision based on customer preferences or your own judgement. Afterwards, the partner sends a notification e-mail to the assigned lawyer.
The aim of the project is to automate the resource assignment process, to avoid manual work; hence, to decrease allocation time and mistakes, as well as to avoid any biases/preferences of the partner.
Business Requirements:
In the automated version, the information on the new client/ case and the lawyer requirements (expertise on a specific matter, foreign language proficiency etc.) should be entered by the Office Manager as soon as a new client / case is negotiated. (Note: Currently, there is no Office Manager, will be hired asap)
Afterwards, the system should check the expertise and experience of existing lawyers and then match them with the case requirements. Based on the availability of the lawyers, whose credentials comply with the case requirements, the system will assign a lawyer to the client. The system also identifies one backup lawyer. The assignment information is sent to the Managing Partner (i.e. to you) via the system.
The Managing Partner approves or overwrites the assignment, if necessary. In case of overwriting, you are required to enter an explanation into the system. If there is no change, you approve the system decision, which will be sent via the system to the assigned lawyer and to the Office Manager.
If the system cannot identify any qualified and available lawyer, this situation will be notified to the Managing Partner and the Office Manager and handled as an exception. The Managing Partner will make the final decision, enter lawyer assignment into the system and mark the record as exception with final decision.
As part of the system, all data should be stored in a central RDBMS.
The system should also produce various management reports about the lawyer assignment.
This system will be used internally. No customer interface is needed.
Your company has an internal IT department with one database admin and one helpdesk; the department is headed by an IT manager who is a developer.

You are the project manager of a software development project called Approval for Remote Work ARW at OzU. The software will be used by the faculty to make a request to work out of Istanbul during Corona days, and by the Dean to approve or reject the request and pass the decision to HR for further processing. Later, HR will mark it in the records of that faculty, inform him/her and request for signing a waiver that transfers the accountability to the faculty. ARW is a business process management tool.

Prepare the WBS for the 3rd phase Execute and Control the Project according to SDLC. Your project sponsor is the Dean; he involved one faculty member to contribute. The software will be developed internally by the OzU/IT.
