However, you have experienced some unexplained loss of inventory and suspect a couple of employees are stealing valuable pieces, removing them from backroom storage safes and handing them off to another person somewhere in the store who leaves with them or to a third person pretending to be a customer.
To prevent this, your assistant managers are urging you to place discreet cameras in the restrooms and break rooms, where these exchanges are likely occurring. Some managers might be concerned about using cameras at all due to privacy issues; others might want to use them without notifying employees or putting up signs because they do not want to tip off the suspects or deal with the negative reaction of the workforce (although that brings up invasion of privacy issues). You are weighing the pros of catching the thieves against the possible loss of other employees' trust.

1. The ethical dilemma, in this case, is that you have trusted employees (most of them) and you are satisfied with them other than a couple of employees who are suspect to stealing. If you don't stop them they will be more motivated to stealing there is a possibility that others will also join and make the situation more worse for. At the same time the solution proposed by the subordinate (even by being discreet) is another issue which is hard to implement because you will invade the privacy and can lose the trust of employees.
2. The first and the foremost issue you will come across will be the response of the employees for keeping an eye on them in restrooms evading their privacy. This will lose their trust in you and ultimately honesty and commitment for business. Employees are the backbone of business like your where the play an important role in closing a sale. There is also a chance of this surveillance being leaked outside which will bring shame to you business and employees and employees can also file lawsuits against you for privacy and shame. Moreover, even if by installing the camera there is no proper assurance that you can catch the employees.
3.The proper way to do is to make a change that will not effects the trust of existing employees and also catching the culprits or at least making them not to steal from you. First and foremost change the suspect location from safe inside to outside or where they have less interaction with the inventory. Put them under direct supervision of your most trusted employees and ask them to look for any suspicious activity. When they have less or no interaction with the inventory there will be less chances of theft. theft can't be done by one person those who are suspected will be at same store or location. Change their stores as well. Install metal detection devices in a discreet location within the in & out of safe and device a policy for all employees to follows these rules.
