The City of Mandurah (CoM) is a local government area in Western Australia (W.A). and one of the
largest councils in W.A., representing a population of over 210,000 people. The Council represents
four wards (north, coastal, town, and east) that covers suburbs such as Bouvard, Clifton, Coodanup,
Dawesville, Dudley Park, Erskine, Falcon, Greenfields, Halls Head, Heron, Lakelands, Madora Bay,
Mandurah, Meadow Springs, Parklands, San Remo and Silver Sands.
The council is responsible for creating local laws that enable the council to respond to issues and
community needs within the City of Mandurah. The council has more than 500 employees that work
across many buildings such as libraries, community halls and other council service buildings.
Currently, the I.T. infrastructure across the many buildings and services requires upgrading. The
recently appointed CEO of the council has requested that all locations implement a standard
operating environment, as many facilities within the council area are using outdated operating
systems such as Windows X.P, Windows 7, and Windows 8.1 and, in some cases, Mac OS X 10.11(El
Capitan). As a result, the council now needs to spend considerable money on ageing I.T. equipment.
The CEO has approached your consulting firm and asked for assistance in budgeting for the new I.T.
equipment and has raised the following concerns:
Concern 1: The council has 500 desktop personal computers running Windows 7,8.1,10, and
Mac OS X 10.11, spread across the departments and buildings within seven wards. The CEO
feels this is far too many personal computers and understands that reducing the required PCs
will reduce energy consumption.
Concern 2: The desktop personal computers across the council currently use the following
approximate hardware specifications.
o 200 Windows 7 PCs (Intel Core i5-6500 Processor, 8GB DDR3 SDRAM, 512GB HDD)
o 150 Windows 8.1 PCs (Intel Core i5-8400T Processor, 8GB DDR3 SDRAM, 1TB HDD)
o 100 Windows 10(Intel Core i5-11400 Processor, 8 GB DDR4 SDRAM, 256GB SSD)
o 50 MAC Books (Intel Core i78700T Processor, 16 GB DDR4 SDRAM, 512GB SDD)
The CEO would like to understand if any current P.C. devices could be salvaged and used for
at least the next three years.
Concern 3: The CEO understands that some employees in the planning department require
MAC OS X since they must use Ortelius, a mapping software. Ideally, the CEO would like to
limit the number of operating systems used at the council.
Concern 4: The CEO is security conscious and very concerned about the security implications
that may be present since the council is running operating systems at least ten years old and
is privy to the growing concern of government facilities being targeted by online hackers.

Concern 5: The CEO has indicated that a hybrid (local and cloud) approach to storing files and
documents should be considered.
