CASE STUDY: Project Control Port Antonio Water and Sewerage

Part A PORT ANTONIO Water, Sewerage & Drainage Project The NWC is undertaking a project to rehabilitate/replace components of its existing sewage treatment plant at Anchovy, Port Antonio. The Project Cost is expected to be JA$361.93M and be which will be executed by French engineering firm, Vinci Construction. The project is being undertaken over 36 months through joint funding from the Inter-American Development Bank (IDB) and the National Water Commission (NWC), under its K-Factor Programme, and is expected to generate upwards of 250 jobs. The project works includes designing and building the components required to facilitate the conveyance, treatment and disposal of sewage to meet performance requirements stipulated by the National Environment and Planning Agency (NEPA).

The Project Works consist of three (3) main components: Component 1 Designing, supplying and installing all electromechanical equipment (pumps, motors, electrical controls and instrumentation) pipework, valves, screening devices and standby generators. Component 2 - Designing, supplying and installing approximately 2.5 km of force and gravity sewers between the terminal pumping station in Port Antonio and the proposed treatment plant site at Anchovy; Component 3 Designing, manufacturing, supplying, erecting and commissioning into service a 1000m 3 /day sewage treatment plant at the existing plant. The S Curve for scheduled 15 months for component 1 of the project is shown below:

(Months) The National Water Commission as owners of the project are concerned about having the project completed on time and within budget. As project manager for component 1 of the works you are asked to use Earn Value Management (EVM) to measure the projects performance determining variances in the project based on the comparison of worked performed and work planned. The project is slated to be completed in fifteen months, at a budgeted Cost of Completion JA $24,000,000.00. The following are the results after month 10. (EV = JA $. 14,000,000.00 PV = JA$. 17,800,000.00 AC = JA$. 16,000, 000.00) Required (a) Calculate the CV, SV, SPI , CPI and use it to comment on the health of the project and indicate what needs to be disclosed to the Management of National Water Commission.
