Case Study: The Dilemma of Public e-Procurement in Costa Rica: Case on the Duality of Technological Platforms and Implementation Models

Questions: The truth was that a country like Costa Rica had many other important issues to resolve. A President must know which battles to fight, Laura Chinchilla had said on one occasion. Therefore, why this low-level decision should be made by the President of the country? Is so important the digitization of procurement? Why even though the countries hold dozens of e-procurement platforms, the international debate has become so important? What is the background of this decision? What assessment criteria would you propose? What are the motivations, incentives and objectives for implementing an e-procurement platform? What are the risks? What decision should the President of Costa Rica make? For the moment this small country continues to duplicate efforts and resources, and the promises of entry, efficiency, transparency and cost savings have remained by the wayside.
