Casestudv: Smart ID Card North Africa has a population of 100 million citizens in its 20 provinces. It is the government's responsibility to make sure that every citizen has a valid form of identity. The country issued a "Bar-Coded ID Book" as citizens" identification document until 2010, after which "Smart ID Cards" were introduced. By 2017, about 50% of the population had the Smart ID Card. The govemment issues these cards free to all first-time applicants. Transiting from the "Bar-Coded ID Books" to "Smart ID Card" has been billed as a successful project. However, there are many reported cases daily where citizens have lost their "Smart ID Card". A Smart ID card is a small card (similar in size to a bank card) with a chip that stores the demographic and contact information of the citizen. However, compared to a bar-coded book, there is a high chance of losing the card because of its size and flexibility. Below is the relevant information from the government. - It costs the government R140 to make and issue a new "Smart ID Card"; the citizen should bear this cost to reissue the card. - It takes about 4 to 8 weeks to issue a new ID Card when the printing machines are working and up to six months when the machines are broken. - The government claims it has few resources to meet the increasing demand for Smart ID Card applications. - About 5000 ID Cards are reported to be lost every day. - The government advises citizens to always put their ID cards in a safe place and only take them with them when needed. However, that does not reduce the number of cards lost every day. The government urges anyone who picks up a lost ID card to bring it to any police station. However, almost 95% of the cards that are brought into a police station end up being destroyed because their owners do not claim and collect them. This is because of the lack of a communication system that notifies the rightful owner (of the lost Smart ID Card), and the transport cost to collect their card at the particular police station. You are a Business Analyst working for a well-known Information Technology Consulting company. The government has approached you to assist them in implementing an efficient system that will notify citizens that their Smart ID Cards have been lost, found and handed in at a police station. It should also indicate the location (police station) they can go to collect their lost card. It should also show the cost of delivering the card to a police station closest to the citizen. It should allow the citizen to have the card destroyed - and a new one reissued at a fee of R140. If the citizen chooses the reissue, the citizen details are sent to the relevant government department, and a citizen must visit the government department in person for the application. The solution you will propose to them will be called the "Integrated Notification System (INS)". 2. Problem definition: 2.1. Problem statement 2.2. Organizational impact 2.3. Technology migration 3.
