Chen (2019) pointed out that the Chinese government maintains double standards when negotiating trade barriers between different countries (p. 5), he pointed out the cases of Switzerland which had to knock off tariffs on most of it's products while China got a deal by which it would reduce it's tariffs over a larger time period stating their higher customs duty as a reason while when they opened up free trade with Pakistan which had comparatively higher customs duty rates, they negotiated a deal by which both the nations had to reduce tariffs over a five year period.
Looking at the data of Chinese tariffs, we can observe a steady fall in mean tariffs (%) over all the goods. There was a stagnation of this trend in the previous years but it is falling now which shows China relaxing tariffs in order to promote free trade.
Furthermore, Canadian government is in a good position to negotiate better trade deals as the tensions between China and US prevails. In this situation Canada is the viable option for China's success in the North American market.
China's reducing tariffs over the years and the existing China-US trade tensions will prove helpful for Canada to negotiate fairer tariffs during the CCFTA.
