Congress excluded local, state, and federal government employees from the National Labor Relations Act (NLRA) provisions. Congress perceived the government as a people's representative rather than an employer entitled to provide necessities. Besides, government employment was more of a white-collar, whereas unionization is a blue-collar activity.
