1.Norm-referenced evaluation is an approach to evaluationwherein the performance of one person is compared to rest of the test-takers in the same examination
Example:
- John got the lowest score in Biology test.
- Ronnie's performance in the achievement test is 1 standard deviation below the mean.
2.Criterion-referenced evaluation is an approach to evaluation where one's performance is compared to a standard value which was set prior to the conduct of the test. The standard value is predetermined.
Example:
1.Sammy passed the Licensure Examination for Professional Teachers.
In the given example, it is understood that Sammy's grade in the Licensure Examination is higher than the standard value of 75%. 75% was predetermined or was set as the passing grade before the examination was conducted.
DISTINCTIONS BETWEEN CRITERION-REFERENCED
AND NORM-REFERENCED MEASURES
- A criterion-referenced measure is used if the purpose is to determine how much change in terms of behavior of the learner has taken place before and after instruction. It is the individuals' achievement being judge not his standing in the class.
Conventionally, in norm-referenced measure the achievement of an individual is judged by comparing his standing with the other individuals in the class.
- The criterion-referenced measure determines whether the student has mastered an instructional objective in relation to an established standard of performance. Norm reference measure; determines the comparison of an individual with some norm groups without knowing what one can do, has mastered or cannot do.
- Both criterion-referenced and norm-referenced measures provide information for decision-making about individuals. Where it is necessary to determine the skills and competencies of a student, a criterion-referenced measure is used. Where it is necessary to make comparison or selection purposes, as in scholarships and job application, then the norm-referenced measure is used.
- Criterion-referenced measure includes items of reasonable length either the item is answered by all students or missed totally, since the purpose is to determine the mastery of the learning tasks. Norm-referenced measure discards the easiest and the most difficult questions since the purpose is to spread out the individuals as much as possible in order to know how one differs from another.
