Cost Shifting

For this discussion, explain the term "cost shifting."What is it and why does it exist? Would cost shifting still exist if the United States moved to a national health insurance plan? Offer your own opinion on the concept of cost shifting and if you feel it is an appropriate way to pay for the uninsured population. Support your statements with peer-reviewed literature.
