Curtis was being investigated by DCFS. Curtis had called his attorney, but the attorney was unable to meet with the DCFS investigator and Curtis. DCFS asked Curtis to come in, but Curtis said that he did not have a ride. The DCFS investigator, at the suggestion of the police, went to pick up Curtis, and they brought him to their office. Inside a closed room with four investigators, Curtis gave a written statement.
