4. How well do the vision, mission and values carry through from national to local government? (5)
5. Research how deviations in vision, mission and values at different levels of government affect service delivery. (10)
6. Bearing your findings in mind, draw up a vision, mission and values statement for your department, or a department of your choice. (5)
