The Trump Administration pursued a policy of using a tariff war to obtain changes from China on its currency policy, intellectual property policy, and other policies. The Biden Administration believes in more free trade, but he appointed a strong China critic as his trade negotiator. He wants the US to work with Japan, Korea, other Asian countries, and the European countries to counter China together, but not through tariffs.
