Do you think that the focus of statutory schemes such as that in Massachusetts that protects records mainly based on who is providing the treatment, versus the type of treatment, are effective? If you were a legislator looking at HIPPA's protections for medical records, would you feel that it would be necessary or appropriate to build layer of protection above HIPAAs for mental health records, or are HIPPA's protections adequate?
