Dr. Joe Smith takes a picture of his patient in a compromising position and posts the picture on Facebook with the patient's face blocked out. However, Dr. Smith posts that this is Simja Johanson of Purcell, Oklahoma and is 21 years old with blond hair and 5'5" with two kids. There is a Sam Johnson of the same age and description in Purcell and he is identified as the person in the photo. Is this a HIPAA violation?
