During 2005-2006, Ukrainian logging companies delivered roundwood to New Guinea. At the end of 2006, the Government of New Guinea, without sufficient economic reasons, without conducting negotiations with Ukraine, introduced a regime of licensing and quotas for the import of roundwood exclusively for subjects of foreign economic activity of Ukraine. In response to this, the Cabinet of Ministers of Ukraine adopted a Resolution on the introduction of an embargo with New Guinea.

Analyze the situation. In this case, were there discriminatory actions against subjects of foreign economic activity of Ukraine? On the basis of which legal acts can this be established? Is the introduction of embargoes with other countries included in the sphere of competence of the Cabinet of Ministers of Ukraine?
