During February 2020, the Minister of Finance tabled the annual national budget for the 2020/21 financial year in the South African Parliament and it was duly approved in terms of the usual Parliamentary procedures. However, in the months thereafter the COVID-19 pandemic broke out and a national State of Disaster was declared. In order to combat the pandemic, the budgets of many (if not all) national government departments and indeed elements of the whole national budget - had to change drastically in comparison with the original approved budget. Name the type of budget that the Minister of Finance thus had to submit to Parliament later in that financial year to address this situation (and indeed did so) and the relevant section (number) of the PFMA that enabled it, and then provide its contents.
