Effective Human Capital Management is essential in every organization wishing to achieve and maintain peak performance. The days of viewing people as a cost should be phasing out completely in every organization. According to figure 4-1 in the textbook Human Resources departments and managerial staff must plan, acquire, maintain, develop, and retain their employees. However the one crucial aspect they fail to do is evaluate how they are doing in each of those departments. There are manay complex ways of evaluating that supersede the old equation that asks how much revenue each employee brings in, but the simplest for any company starting out would be surveys every so often to identify problems and track the progress of how the changes are affecting each of those areas mentioned in the star model.
Law enforcement has made some great improvements in managing human capital. Background checks are more efficient and in depth than they used to be. Training has changed to include more subjects like mental health awareness ore utilizing more resources than just arresting people. Benefits have expanded to retain people longer like educational incentives, bilingual incentives, or special duty incentives as well. All this in the name of developing the individual officer in order to make the public safer by having a better trained individual enforcing the laws.
The huge caveat to that is the minimum standard, across California at least, is extremely low. This results in varying degrees of training througout the state. Some meet minimum standards and others far exceed. The problem is in how much of a gap there is between the minimum standard and where the standard should be. Law enforcement across the board needs to do better to raise the standard of training so that even the bare minimum passing score would mean that a law enforcement officer is extremely proficient. This would help in all types of organizations who wish to acheive peak performance and raise the value of each individual employee.
