Eliza, who is a deeply religious woman, has two daughters. She is separated from their father, Sid. The youngest daughter, Tami, is 13 years old and attends secondary school. Tami's doctor (Dr Edge) informs Eliza that on government advice they are planning to vaccinate all children against an illness circulating in the community. Eliza is concerned, as it's a new vaccine, that she needs more information about its potential long-term effects, if any.

To her dismay, Dr Edge informs Eliza that he will be consulting with Tami directly about the vaccine and that Tami will have the final decision on whether to receive the vaccine even if her parents disagree. Tami is undecided whether to have the vaccine but doesn't want to upset her mother. Tami's father, Sid, is happy with the vaccine and wishes Tami to have it. Eliza is becoming more agitated about the apparent lack of consultation with her and adamantly refuses permission for the vaccine.

Eliza's other daughter, Candice, is 22 years old and was born with several medical problems. She has a mental age of a 7-year-old, with a low IQ and a mental disorder. Candice needs constant supervision as she sometimes lashes out violently when she is made to do things she doesn't like, such as people touching her or brushing her hair. Candice's doctor, Dr Gupta, informs Eliza that Candice also needs to be vaccinated with the same vaccine. Eliza is opposed to all forms of vaccines as she prefers natural remedies and is adamant that faith in God is sufficient to cure most illnesses. She refuses permission to vaccinate both her daughters. Candice's father Sid agrees to the vaccine for Candice.
