Essentials of Accounting for Governmental... 13th edition, question 3-11 a (I don't necessarily know how to do b either, but I can probably figure it out if I can get the comparison schedule to balance).

I started solving for the blanks, based on what is given.

For expenditures:

The actual General Government would be 2,700,500 (2,602,000 + variance) and thus the total actual is 8,113,500.

Then, using that the final budget for total expenditures would be 8,008,000, backing us into a final Heath of 1,206,000. Except, if we go the opposite direction, Actual - Variance puts the Health final budget at 1,176,000, which would make the total expenditure budget 7,978,000. Further complicating it is that I think I got the missing revenues (233,000 final budgeted, making total 8,002,000, and 106,000 in the missing actual, making the total actual 8,011,000), except those calculated totals won't product the given net changes for either column, so I have no idea where that value comes from, and if I used that to calculate missing values I'd get a whole other set of answers for the missing values.

So my question is: how do I do this problem? Am I messing something up somewhere, or is there an error in one of the printed numbers?

Edit: As I posted the question, I clearly felt it completely expressed my difficulties. Can you please clarify what information you feel is missing?
