Terrorists aim to create fear beyond the affected area of the terrorist attack, creating psychological effects on a targeted population. Insurgents can employ terrorist tactics; when the insurgents are disorganized by a conventional force, the insurgents sometimes use terrorist tactics against the target population to create insecurity and cause mistrust for government troops. Moreover, not all those who carry out terrorist attacks are a member of a terrorist group or involved in insurgency. Some vulnerable members of a population can become sympathetic or attracted to the cause of a terrorist movement and decide to carry out attacks in the name of the terrorist organization. The attack by Al-Qaeda cells in Yemen on the USS Cole was a terrorist attack. Al-Qaeda /ISIS are involved in Islamic Insurgency in so many places around the globe, and these Foreign Terrorist Organizations have affiliate groups that are loyal to their cause. Both Al-Qaeda and the Islamic State (ISIS) Islamic Insurgents are using guerilla warfare and terrorism at their convenience.
The USS Cole was bombed by Al-Qaeda cells that were operating in Yamen, according to the Yamen authorities. The Navy destroyer USS Cole was attacked by a suicide bomber while ducked at Yamen. Boko is an Islamic Insurgency that is affiliated with the Salafist Islamic movement (Al-Qaeda), and sometimes, these groups affiliated groups move their loyalty from one group to the other.
Nigeria, Niger, Mali, and other states in Africa have been hit with Islamic Insurgency, and the United States and other members of the international community have been helping African states build their military and economic capability to defeat Islamist that is waging wars around the world. The United States military was in Niger to train and assist in counterinsurgency operations. Moreover, the attack on the U.S. troops in Niger was not an act of terrorism; there is an active insurgency going on in Niger, and the Islamic Insurgents employed guerilla warfare tactics against the U.S. and Nigerien troops. The U.S. and Nigerien troops were killed in an ambush. The U.S. and Nigerien troops were in a combat zone with weapons ready for operations; the Islamist insurgents did not target unarmed troops or civilians; the Insurgents targeted troops in a war theater.
