Every month there are news stories about teens who were arrested for brutal and horrific crimes such as murders, beatings, and torture. Some researchers argue that teens who commit crimes should be considered "less guilty by reason of adolescence" because their frontal lobes aren't fully mature, preventing them from making mature decisions regarding the consequences of their actions and limiting their impulse control (Steinberg & Scott, 2003).
