It has often been said that FAA regulations are created on one of two principles; the Precautionary Principle where laws are made to prevent something that is likely to happen, and the Tombstone Mentality Principle, where laws are made because people died. Which is a better approach to create legislation, is it practical, and might there be another method to create laws besides these two principles?
