Explain how the fact that the climate is growing hotter influences the problems of water supply, environmental protection, and maintaining economic growth.

Extra Information: (This is everything my professor provided us with, please answer clearly so that I can understand in order to form my own question, Course is Texas Government so it would be best to answer the question based off Texas)

The government is responsible for managing our resources and planning for future development. This means, among other things, making sure we have enough water, energy and infrastructure (e.g., transportation and sewers) we need moving into the future. Concerns over climate change will also impact the various governments in Texas. Houston is already facing flooding issues that will increasingly affect the people who live along the 3.359 miles of coastline in Texas.
