a) Explain what the program does, and the social problem it addresses. In other words, how is the program supposed to rectify or alleviate the issue?

b) Present and discuss an impact evaluation question you will be attempting to answer as part of the analysis.

c) Describe how you would verify whether the program is based on a thorough assessment of need. Be sure to(i)address how you would determine the extent to which this particular social problem or condition exists in the community where the program operates,(ii)define the target population and target boundaries for the program,(iii)identify pertinent internal and external stakeholders - particularly service recipients/beneficiaries, and(iv)broadly describe the service needs of the target population.

d) Describe the program theory (purpose, mission, goals, objectives) and identify its critical components and functions. Be sure to explain how you wouldproposeto assess the program's(i)impact theory,(ii)its service utilization plan,(iii)its organizational plan.

e) Design a strategy for assessing the program's process or implementation. This involves addressing questions such as: what data-collection tools would you propose to use in order to determine how well the program is delivering its services? Also include a discussion of the presentation methods you would engage in to review the data. Emphasis should be placed on mechanisms for monitoring target population coverage.

f) Identify, define, and explain what measures will be applied to examine keyprogram proximal and distal outcomes.

g) Design a strategy (evaluation research methodology) for assessing the program'simpact for example, randomized field experiment versus non-random quasi- experimental design. Be sure to discuss the strengths and limitations of your impact assessment strategy as it relates to potential sources of biasand threats to internal validity.

h) Consider whether cost-benefit analysis or cost effectiveness analysis would be appropriate to use in finishing off your review. Explain which you would choose (if any). Explain your choice, and briefly outline how you might go about implementing such a review.

i) Discuss three possible results that might emerge from your impact evaluation, and what these different possibilities would mean to your original impact evaluation question.
