Facilitation or Bribery$--$In doing business in a foreign country $("$foreign$"$ from the U$.$S$.$ perspective$),$ is there a different ethical decision in paying an official for "facilitation" $($doing what they're supposed to do anyway, but speeding it up$)$ and bribery $($doing what they're not supposed to do$,$ such as showing favoritism in selecting vendors$),$ and what is your reasoning?
