Four to six page paper. This is a persuasive essay/argument which is intended to argue both sides to the topic with at least two pages dedicated to each side. The topic will be:

Can the United States government unilaterally implement actions and mandates to be taken by states irrespective of the approval of those states? Why and why not.

This topic is intended to be relevant to recent events in which the Michigan Governor implemented various Executive Orders to address the pandemic. The orders have been alternatively supported and vilified however this assignment is not, in any way, intended to debate the political aspect of the topic. Rather, this is intended to be a persuasive argument paper in which you are charged with arguing both sides of the topic, i.e. why such actions are permissible (on the for argument side) and why such actions are not permissible (on the against argument side). I'm also looking for your best policy argument as to why each side should or should not be utilized. Also, there are certain parts of the Constitutional discussion that can be considered relevant to this topic.
