Given a NFA with &$-$moves M $=($Q$,$ E$.$ & qo$,$ F$),$ the complement of L$($M$)$ is accepted by the NFA M $=($Q$,$ E$.$ & qo$,$ Q$-$F$).$ In other words, exchanging the final and non$-$final states of a given NFA will result in a NFA that accepts the complement of the language, i$.$e$.,$ L$($M$)=-$L$($M$).$
