Google, Facebook, and many other firms with campus-like workplaces offer numerous employee perks like dining, bus rides to work, gym access, etc. all for free to their employees. Lets assume that these perks come out of employees pre-tax income. What are the equity implications across the U.S. tax system of allowing such expenses to be taken out of some employees pre-tax incomes rather than requiring employees to pay post-tax dollars for them?
