Health Care Professionals Stream - BC PNP
Ala's Case:
Ala completed her Doctorate of Medicine at the King Khalid University Hospital in Saudi Arabia as well as added specialist training in pediatric medicine from that same institute. She completed a one-year internship at the same location; at which time she was assigned to undertake her two years of mandatory service in a rural area of the country as a pediatrician. Details of her duties in Saudi Arabia were as follows:
Diagnosing and treatment of physiological disorders and diseases in children and infants.
Ordering and review of laboratory tests and other procedures.
Prescription of medicine, treatment and referral for surgery.
Working as a consultant for other physicians
Ala was admitted to the Province of British Columbia on both a student permit (to allow her to complete fellowship studies relative to pediatric oncology) as well as a work permit (to allow her to undertake the clinical practicum associated with her area of study). She has been studying at the University of British Columbia for the last two years and has been working at the British Columbia Children's Hospital for the same length of time (part time); having been issued an interim license to practice medicine in the Province of British Columbia in association with her studies. Her interim license is valid to the end of her studies. Ala's duties in her practicum were similar to those undertaken in Saudi Arabia, but with more of a focus on oncology research, diagnosis, treatment and consult.
As she has now completed her specialist studies in B.C., she would like to secure permanent residence status in Canada and has come to you for representation for her application under the Health Care Professionals stream through the BC PNP.
The British Columbia Children's Hospital has indicated an interest in retaining her services now that she has completed her specialist program. She would be hired as a specialist pediatrician specific to the oncology department. Her duties and salary would be as follows:
Examine patients
Order diagnostic tests, make diagnosis and prescribe medicines, treatments or recommendations for surgery
Counsel patients and their families
Head the treatment team
Research and teach pediatric oncology to medical students in the program
Salary of $135,000 per annum plus benefits
The British Columbia Children's Hospital is located in the Greater Vancouver Regional District and has been in operation under this name since 1982. They have been financially stable with no reported contraventions of any labor laws. They are willing to provide an indefinite offer of employment to Ala for permanent full-time employment, detailing the same in their offer. They have made the necessary arrangements through the Public Health Authority, which governs them, to hire a foreign trained physician for this position and the PHA is willing to support this application.
Ala is currently divorced and has a child from a prior marriage who is presently in the sole custody of the father of the child. However, Ala would like to include her daughter in the application to allow her to also secure permanent status in Canada. Ala also has a sister studying engineering at the University of British Columbia and her parents have purchased property in Vancouver where they stay when they visit Ala and her sister in Canada. Ala has purchased her own apartment in Downtown Vancouver which is valued at $750,000 Canadian and has in excess of $20,000 in a Canadian Bank Account. She has taken a CELPIP exam two months ago. She secured an equivalent of a CLB 7 on each factor of the CELPIP exam.
