Scenario (a). A member of the Ministers staff looks at the past records, which show that 35% of Nova Scotians got the flu shot last year.

Scenario (b). Another member interviews a random sample of 100 people in Nova Scotia, and finds that 39% of them had a flu shot last year.

Scenario (c). A public health nurse wants to see if educating the public will improve the results. She selects 100 Nova Scotians, and randomly gives 50 of them a flyer about the importance of getting the flu shot. The other 50 attend a talk that she gives about the benefits to immunization. Later in flu season, the proportion of people who got the flu shot will be recorded for each group.
