Cybercrime has become a global issue, that is difficult to solve, which leaves victims with a sense of injustice. The textbookOrganized crimehighlights why it is so challenging to solve, "Criminal activity is facilitated by use of encryption to secure both communications over networks and stored data on computers. Encryption makes it difficult or impossible for law enforcement to collect usable evidence using traditional methods, such as court-authorized wiretaps and search warrants" (Abadinsky, H., 2017). Due to the aforementioned hurdles, cybercrime has had an impact on public policy and the administrative processes in the criminal justice system.

Cybercrime can be grouped into three categories: acts against the confidentiality, integrity, and accountability of computer data, computer related acts for personal or financial gain or harm, and computer content related acts. Examples of cybercrime are illegal access to a computer system, computer related fraud, and computer related acts in support of terrorism.

Cybercrime affects many aspects, domestically, over 508,000 jobs have been lost due to the crime and internationally, it is estimated a global loss between $300 billion and $1 trillion annually. (Homeland Security Digital Library Staff, 2016) Locally, law enforcement strategically combat cybercrime through cybercrime investigative teams and digital forensic specialists. For local agencies that do not have the resources to furnish a cybercrime division, the Federal Bureau of Investigation has an Internet Crime Complaint Center.
