POMBOK guide states there are two parts to successful communication; first, developing an appropriate communication strategy that meets the projects' and stakeholders' needs (Project Management Institute 2017). Second, a communication plan is created to ensure relevant messages are communicated to stakeholders in various formats as defined by the communication strategy (Project Management Institute 2017).

The decision by NASA to launch the Challenger shuttle was an example of a case of selective listening during the conference calls with Morton Thiokol. NASA was pressured to launch the Challenger because of previously scheduled failed launches. However, the first communication from Morton Thiokol was to reschedule the launch based on research data that the O-rings or secondary seals would not perform in temperatures below 38 degrees. NASA pressured the company to re-analyze its data and change its initial communication from aborting the launch to supporting it, even though some engineers felt the O-rings would not protect the rocket booster based on the cold weather temperate at launch time. During the final conference call with Morton Thiokol, the management team at NASA used several metaphoric words to convince the team to support the launch despite the research. No one from Morton Thiokol objected when NASA asked the question for the final time should the launch be delayed; everyone was silent on the call, which meant to proceed with the launch.

The communication between both teams, Morton Thiokol and NASA, was unacceptable, given the project's complexity. A good communication plan develops the relationship necessary for a successful project and program outcome (Project Management Institute 2017). An effective communication plan would have identified the risk of launching the shuttle below acceptable temperatures, eliminating the catastrophic event.
