I have a written presentation assignment to document my observations and comments on the process of lawmaking I witnessed.

For mypost:

• The presentation should contain information about the law being addressed and the consequence of the hearing I observe. How are things different as a result of the process?
• Finally, I have been asked to take some time to record my observation about the importance of the law passed. In other words, why is the state legislature the appropriate "forum" to pass laws relating to the level of alcohol allowed before a DWI citation may be issued or the number of migratory waterfowl that may be taken during any day hunting in that jurisdiction?

This entire exercise is not just designed to give me an appreciation for the separate and distinct levels of the jurisdiction of each governmental body. This exercise is also meant to assist my reflection upon why different issues "belong" to different levels of government for regulation. I should be able to discuss why the federal government regulates in some areas or why the state (and its subdivisions) regulates in others. This will enable me to consider the separation of powers which is one of the foundational federalist principles embodied in the Constitution.

Here is my question, I have not been privileged to witness any law-making process, Is it ok to watch a law-making process online and documents my observations? What are the key points I should include in this presentation? Any other advice or guide will be appreciated.
