Hello Professor Hawkins and fellow classmates, The recommendations that Yates recommended were that all those who were in the ages of 18 through 50, that could work, were required to work. No public assistance was to be given to those who worked. In this day and age without some type of public assistance and working at minimum wage help is needed to afford groceries. The problem with the institutional relief was that the residents were not divide by their needs or what they required. The elderly who may have needed help with their medication or were disabled needed more help with their day to day activities. Adding young people who were orphans could have been helpful in using their skills in caring for the younger orphan children. The disabled could have been housed with the elderly patients who may have required more assistance. The counties overseeing these changes was not done with the recommendations that Yates required. They build almshouses that were not supervised, the counties build several and the elderly, the orphans, and the disabled were housed with residents that has mental illnesses among other illnesses. These Almshouses were filthy, the conditions inn which the elderly were found was inhumane. Yates recommendations fell on deafs ears. The counties overseeing the projects were controlled by the corrupt officials, the care for those residents in these institutions was horrific.
