The criminal can hide the looted goods in facility A, B, or C. SAPS inspection team has to decide which facilities to check. Due to time and personnel limitations, SAPS cannot check all facilities. Suppose that SAPS has two pure strategies: It can either inspect facilities A and B (both of which are geographically close to each other) or inspect facility C.
