Can an owner claim damage against a colluding tenderer?

Can an owner claim damages against a contractor, who is found out to have colluded while tendering?

Can this claim for damages extend beyond the completion of the project?

What defence is necessary by a tenderer to a collusive tendering allegation in order to defeat the charge of collusion?
