Hi I am struggling to wrap my head around a problem that I cant seem to find online

If I have an input signal of any random numbers lets say

x[n] = {-5,-4,-3,-2,-1,0,1,2,3,4,5}

and then we delay the signal so n[0] = -1,

When I upsample the delayed input signal what am I expected to get and also what will the result be if I downsample the delayed input signal?
