"Consider the following procedure to elect a president. First ask the citizens to report a positive number for each candidate assessing how they value this candidate. Then compute a score for each candidate equal to the sum of the reported values for this candidate. The candidate with the highest score is then picked to be president, and citizens make or receive payments computed as in the VCG mechanism.If we could use government budget to subsidize this procedure, we would be able to choose the president efficiently."
