how can I compare the number of lines in two txt files using fscanf?

if the number of lines is the same I want to return 0;

if the number of lines is different I want to return -1;

example :

file1 content:

1

file2 content:

1

3

the result i should return is 0 because both have two lines if the second file was

1

1

3

then I return -1;
