How can I Write a Policy paper including the following

1. What is the major issue being discussed? Are there any drawbacks to your decision? At what level of the government will this occur (state or federal)? In what branches (i.e., a law by Congress, Court action, etc.) What position do you advocate and why? What are the different solutions offered, or what do the various sides say about the issue (there should be at least 2 sides or options)?

Abortion, Affordable Care Act, Same Sex Marriage, Gun Control, Capital Punishment (the Death Penalty), and Recreational Marijuana. If you do one of these topics, your paper will not receive a grade higher than 25%. The death penalty as a topic will be allowed, but it is not recommended (very weighty topic that requires thinking beyond the scope of this class).
