How do you interpret a CI for difference in population means if the values are negative?

For example, the confidence interval I calculated between the means of two populations gave me an answer of -8.59 and -3.24. Would we assume the confidence interval is 0, indicating no difference?

Additionally, how would you interpret if only ONE value is negative?

Example: -2.22 and 5.77
