To understand why it is advisable to use a strong matrix in place of a dedicated project team, I would first look at places to use a dedicated project team. I believe a project team is most useful in small self-contained projects. Kathy Schwalbe gives a perfect example of this in Chapter 5 of Information Technology Project Management were she describes a 'project' for a small accounting firm of five employees hardware and software upgrade. Small projects require less requirements therefore, a smaller team can gather that information. That information can be gathered quicker with a dedicated team. In contrast, larger projects need more requirement and the more accurate those requirements need to be. All that information will be coming from multiple sources and teams a matrix will be better at categorizing and organizing that information for to lay out the full project scope.
