At this point, no evaluation of efficiency or relative effectiveness is desiredWILL THE PROBLEM BE SOLVED--is the guidance for nominating workable solutions. Develop as many solutions as time/practicality exist. Brainstorming is a tool that can be utilized at this stage. I'm having problems answering this question
