I believe that the balance between local or state government really could depend on the areas. I think each area could probably have different benefits for either relying on state or local government policies and help. I think that deciding that balance also depends on the available resources either can offer to a specific area. I think these balances can be determined for each policy area if you were to just sit and analyze which areas need the assistance of mayors and or city councils. Or do certain areas need the assistance of a governor or legislature? I think this balance could definitely be different based on the areas at play
