I believe the most challenging step would be after the election date has been set. There are strict restrictions put on both the union and management to maintain laboratory conditions or an environment that workers can make free, uncoerced choices. After the election date, campaigning intensifies, and it could be challenging for both sides to maintain the integrity of the process with all the restrictions. There will need to be people in place during campaigning to ensure restrictions are not violated. There can only be one winner in an election, and it is only human nature to want to win or have an advantage
