I thin that you should first conduct a list of the most crucial changes that need made, strengths, weaknesses, opportunities, and threats. Some examples are improve the police departments organizational customs, enhance teamwork and provide greater transparency to the public, increase thrust within the police department and help leaders serve as models of accountability. Provide sworn officers and department staff with training and education plans, defined paths to individual career goals, and develop an ongoing program to keep officers informed of new legislation and case law. Also having programs readily available for officers that need therapy from the stress of day to day life as an officer. I believe that this is important not only to the individual but as a department as a whole, because if one commits and buys into the changes being made within the department its a matter of time before the whole department will be on board with the changes
