I have an EU law moot for which i need to know the following: 1. does the directive 2004/38 (free movement of persons) preclude the national authorities from taking an expulsion decision on the grounds of public security against an EU citizen? 2. If not, can an EU member state lawfully expel an EU citizen on the basis of a marital relationship with a non EU national who is deemed as a potential threat to public security? 3. Also in the EU directive 2004/38 the text (points) that is numbered from 1-31, are they called protocols? or is there another term to it
